Under Secretary Bengal - With reference to letter dated 4th November 1853. States that on its receipt the Council of Eduction was consulted with a view to determining the best mode of establishing and extending a round system of vernacular education in Bengal. Submits copies of the Minutes of the members and states that the Lieut. Governor remains of Opinion that the plan he has proposed is the best for the purpose .
