In reply to letter No. 156 G dt. 13 March states that the Governor General in Council has notified the very high testimony borne to Mr. Cooke`s deserts by the officers under whom he has served that he should be informed that his promotion was not included in those made on 1st November only because others had still stranger claims in the forthcoming promotion in April if duly recommended.
