From Secretary to Government - Transmits for Orders Courts Letter No. 31 of 1838 dated 19th. December with Enclosure, bringing to notice Complaints of the Expence and inconvenience arising from the practice of the indiscriminate transmission to Europe of Letters and by overland Mails and communicating directions relative thereto.
