Proposal by the Govt. of Bombay to undertake legislation so as to provide that any goods on board the vessels seized by the Portuguese Govt. should be treated as enemy goods and accepted as such without question by the British Indian Courts as that person having a claim to them should pursue his - in the British Courts.
