Decisions that the petition and memorial rules contained in the Home deptt Notifications Nos 534 and 536 dated the 30th June 1916 are not statutery rules for the purpose of the public service commissioenr rules 1926 and that consequently rules 12 and not rules 10(1) of the functions rules will apply when dealing with memorials or appeals submitted by persons serving directly under the central Govt.
