Decision that the Petition and Memorial Rules contained in the Home Department Notifications No. 534 and 536, dated the 30th June 1926, are not Statutory Appeal Rules for the purposes of the Public Service Commission (Function) Rules, 1926, and that consequently Rule 12 and not Rule 10 (1) of the Function Rules will apply when dealing with Memorials or Appeals submitted by persons serving directly under the Central Government
