Decision that the petition and Memorial rules contained in the home department notification nos. 534 dated the 30th June 1916 are not Sattutory Appeal rules for the purposes of the Public services commission ( function ) rules 1926 and that consequently rule 12 and not rule 10(1) of the function rules will apply when dealing with Memorials or Appeals submitted by persons serving directly under the central government.
