Decision that the Petition and Memorial Rules contained in the Home Department notifications Nos. 534 and 536 dated the 30th June 1926 are not `Stationery Appeal Rules` for the purposes of the Public Services Commission (Function) Rules 1926 and that consequently Rule 12 and not Rule 10(1) of the Function Rules will apply when dealing with Memorials and Appeals submitted by persons serving directly the Central Government.
