With reference to No. 192, dated 23rd April, relative to a fracas between Mr. Bickers, Extra Assistant Commissioner, and Lieutenant Hills, Assistant to the Chief Engineer, which led to the removal of the former officer to Fyzabad, but as his successor is not supposed to be equal to his duties, and as Mr. Bicker's services are more appreciated, solicits that the restriction placed in Mr. Bicker's employment of Lucknow may be removed, and he be allowed to return for the interests of the Public service
