Superintendents - Electric Telegraph. REports the entire failure of the system of transmiting messages on stamped paper and states his opinion as to the Causes of this failure. Submits for approval a plan which will accomplish the object in view and add very largely to the income and usefulness of the limes, viz to empower the Civil surgeon of every place, not having a telegraph office to send messages receiving the regulated payment for the same which he could pay into the local Treasury forwarding the recipt to his the Superintendents office, the Civil Surgeon being remunerated by a percentage on the Collections which he recomme ds should be fixed at 25 Per Month.
