To Secretary - With reference to orders of 14th November last forwards a communication from Lieut. Coll. Drummond on the subject of the formation of a private Company for the purpose of working the Mines of Kumaon and sees no objection to its being taken into consideration at once provided that no conclusive steps are taken until after a futher reference to the Supreme Government.
