To Secretary - With Reference to his Letter dated 4th May last respecting the system of Publication established at Bombay Communicates the observations of Government on the subject and does not think that the condition laid down have been sufficiently observed as it would appear from the circumstance of the reply to a letter from the Governor General relative to the Electric telegraph at Ceylon having been published at Bombay six days before the letter was received by His Lordship. With a view to correct such an evil as that noticed and to introduce unformily of practice at the several Presidencies forwards for information and guadance Copy of a Resolution, but will be glad to take into immediate consideration any further rules relating to the Publicity through Newspapers which that Government may recommend consistent with the rule laid down in the Resolution.
