To Secretary - State in reply to the foregoing that the guaranties taken in this Presidency from Civil Servants residning the Service or qutting the Country on Furlough have never been considered strictly legal documents but sineply as linding in honor those who give them to make good any public demands that may exist against the Officers on whose account they are furnished adds that the G. G. in C. does not think it necessary to require a formal Board and two Sureties from Civil Servants leaving the Country on Furlough or retiring from Service and furnishes a form of simple guarantee to be taken in all future cases and which is sufficiently legal and linding.
