To Secretary Bombay - States in reply to the foregoing that the grant does not appear to the G. G. in C. to deffer in any mational respect from a simple grant in aid of education there is therefore no necessity for the sanction of this Government. The Bombay Government being compolent to assign the required amount out of the sum it is authorised to expend in grant in aid.
