To Acting Secretary - In reply observes that the a greater member of Deputy Collectors than that already sanctioned is required in the Madras Presidency yet at the present time it is quite impossible to entertain a proposal for so large an increase of Establishment but there is no impossibility in complying with the condition laid down by this Government the operation of which must be gradual & distant & the reasons for meeting new expensce by reductions when possible are stranger now than ever the Government of India therefore adheres to the condition upon which the appointment of the 18th Deputy Collectors was sanctioned.
