Secretary - Forwards copies of two Dispatches from Brigadier Bird respecting roving armed bands of Southal, and of the orders issued in reply to the effect that all armed intruders found in the act of plunder or opposing the troops , should be treated as public enemies and shot down without hesitation and that persons guilty of the above offences who may be taken prisoners, or surrender , should be sent to the Deputy Commissioner or to the nearest Assistant Commissioner.
