Refusal of any acting allowance to Mr. F.C.Carr duirng the period of his transit from the appointment o Acting Collector of Ganjam to that of Acting Judge of Tinnevelly, and a change in the rule proposed by the Madras Government to meet such cases as that of Mr. Carr, disallowed.
