Orders to all Accounts Officers that, pending modifications in the Civil Service Regulations consequent on the Revised Scales of Pay and Revised Leave and Pension rules, authority is granted to them to act on the new orders whenever they are in conflict with the existing rules in Civil Service Regulations.
