States that it is proposed by Regulation under 33 Vic., Cap. 3, section 1, to appoint the Recorder of Rangoon to be the High Court for Upper Burma in reference to proceedings against European British subject, with power to try cases in which European British subjects are charged with capital offences, and request that, if sanction is accorded to this proposal it may be communicated by telegram.
