Division of the Secretary of State that the power of pardon in cases in which sentence has been passed by the High Court at Calcutta, should be exercised by the Lt. Governor of Bengal excepts in cases tried by the High Court in its original jurisdiction for offences in any places beyond the Territories subject to the Authority of the Lt. Governor in such cases the power of pardon should be exercise by the Governor General in Council.
