Amendment of articles 816 and 823 of the Civil Service Regulations so as to provide that the services of head constables who are in receipt of pay in excess of Rs.20 a month shall be recorded in the constabulary service rolls and not in service books, and revision of the procedure for the grant of pensions to them.
