Substitution of service rolls for service books in case of all inferior servants. Revision of Article 816 and 817, C.S.R., and insertion of a new Article as 914-A in those regulations prescribing the procedure to be observed both in the administrative and audit offices in dealing with pension application of officers for whom service rolls are maintained.
