Transmits for consideration copy of a letter from Dr. Carpenter Secy. to the Gilchrist scholarship foundation & requests to be favored with the opinion of the Govt. of India on the proposal that Dr. Carpenter, as such Secretary, should be allowed to furnish the Govt. of India with officials reports upon the characters & qualifications of the holders of the Gilchrist Indian Scholarships.
