With reference to a letters of the 29th march last submits for considered whether under the circustances stated the allowance of Rs 30 to the officers in command of a division & 7 rs to a Pay Serjeant is admissible to the officers at Dum Dum, offers observation -adverts to the highly objectionable system of officers commanding destachment of H M 's service proceeding to the upper provices failing to draw pay for the detachment under their commanding which has led to losses accruing to the states & moreover grantly interfenes with the department giving such audit & assistant check as is not only deserable but more particularly necessary from the affectual circumatance of their exchanging into eorpe in the colonies at another preisdency or proceeding home with their reiments .
