In reply to a letter of the 15th ultimo states that in the providings the committee fuly explained their reasons for making the payment which appears to be a deviation from G. O. no. 110 of 5th May 1841, and that the same was objected to by the commanding Officer who Sigied and forwarded the papers to this department.
