House construction progress. A record of- in the railroad's books. (1) The amount of the advance given to the railway personnel may be recorded by the railway accounts as the provision of funds has been made in the India circle of account and there is not to be a distribution of money among different circles of A/Cs. Loan to government servant's house and building advance from officers under the Loans and Advances heading. The staff recoverable should be modified under the same heading as well. (2) The Railways should not prepare any appropriation Acs in this regard. (3) When an employee is transferred from one Acs circle to another, the Acs officer making recoveries for the House Building advance should provide credit to the Acs officer who initially made the payment and whose books the overdue amount is recorded. The Acs officer whose books the first installment of the advance is recorded will also receive debits relating to the amount of subsequent installment payments drawn by an employee in an Acs circle other than the one in which he drew the first installment of the advances due to transfer or for other reasons
