With reference to an extract of the 14th april last observes for community to the govt. of Madras that in the present state of the indian finances, the governor genl. in council is not prepared to sanction an outtay of a lac and a half of rs. for the erection of a new lunatic dsyleem at Madras stats that govt. are of openion that if practical the contact system observed at Calcutta shold be adpted at Madras if there are no facilities for this purpose it is absulutely necesary.
