Forwarding copy of despatch from the Commandent of artillary, relative to the Substitution of Woolan Overalls for the leather Pantaloons heretofore issued to the Have artillery a measure which the Commandant considers is fraught with such disadvantages, as to lead him to rgret it was ever thought of, states that the Commander in Chiefs own conviction is in Favor of Leather Breeches; & as Brigadiar Frith abserves all the old Officers are in favor of them, his Executing recommands their Continuance for the reason assigned.
