Sanction to the employment by the Kapurthala State of Mr. H. J. A. Bowden, retired Executive Engineer, as State Engineer. Inability of the Government of India to permit Mr. Bowden to receive a sum of R15,000 from the Darbar as compensation for an additional pension of R1,000 a year to which he would have become entitled had he remained in Government service two years longer and not retired to suit the convenience of the State.
