Mr. Nilakantha Das: This Assembly recommends to the Governor General in Council that he be pleased to so order and arrange, that - (A) political prisoners in British India should be classed distinctly and separately from other prisoners and should receive treatment in keeping with their honour and respectability there being specially no restriction for their reading of books and newspapers. (B) the gaol code should be made public to the people in general, as well as to the prisoners themselves; the latter should be supplied with copies if ever they want it; (C) all members of all Legislative bodies of British India should ipso-facto be visitors of gaols, situated in their constituencies as well as Chairman of District Boards in their districts. (D) the gaol authorities and officials should not accompany visitors if not distinctly wanted, and that complaints of prisoners should generally be communicated to the visitors confidentially, names of persons making such complaints, being not necessarily published to gaol officials or authorities.
