Discipline and Appeal Rules- (1) Clarification that penalty enhanced in terms of Rule 1736(2)-R.I. should be treated as an original order, unlike enhancement on appeal. Hence further appeal lies in the former case whereas not in the latter where the enhanced penalty is within the competence of original disciplinary authority to impose. (2) In a case where a minor penalty is proposed to be imposed after consideration of reply charge-sheet for imposition of major penalty, all that is necessary is to advise the employee of proposed minor penalty and as him what he has to urge against it. On considering the defence, the minor penalty may be finally imposed, if considered necessary. (3) Clarificatory instructions regarding disciplinary procedure where accused is absconding or unauthorisedly absent or where the actual charge itself is 'absconding' or 'unauthorised absence'. (4) Time-limits for completion of certain stages of certain stages of disciplinary progs. by the accused employees and disciplinary authorities were specified. (5) Proceedings instituted by 'higher disciplinary authority' should be finalised by that authority itself. (6) Assisting Railways servant/trade union official is permitted to cross-examin, examine and re-examine withnesses and make submissions before Inquiry Officer
