Rules and Regulation: consideration of the question whether a case, where an employee has already undergone a penalty, can be reopened with a view to enhance the penalty. Decision that there is no objection to the enhancement of the penalty by the appellate and higher authorities under rules 1722(a) and rule 1725(a)-R-I and the enhancement need not necessarily be afresh penalty higher to the original one even if it amounts to double penalty for the same offence
