Rules and Regulations: Considering the possibility of reopening a case in which an employee has previously received a penalty in order to increase it. Deciding that, in accordance with Rules 1722(a) and 1725(a)-R-I, there is no objection to the appellate and higher authority increasing the sentence, and that the augmentation need not necessarily result in a new penalty that is more severe than the original one, even if it amounts to a double penalty for the same offence
