Instruction issued at CRB's orders that (i) Casual labourers employed on projects should, as a rule, be appointed against Class IV posts that may be required for operation and maintenance of new assets created viz. new lines, conversions, doubling, major yard remodelling, etc. i.e. the posts should be filled exclusively from casual labourer, who had worked at the project stage. An exception can be made only if there are open line casual labourers in the area covered by the local rectt on the construction projects. The condition of 6 months continues service for eligibility for regular posts will continue to apply (ii)as far as possible, casual labourers required for new projects most be taken from amongst those casual labourers/substitutes who have worked on the open line in preference to rank outsiders. (iii)Constructions casual labour should be made eligible for appointment on any section of the open line rly concerned and not only limited to the immediate area of the construction. (iv) total service as a casual labourer or a cubstitute should decide eligibility for appointment on open line as between open line casual labourers or substitutes and construction casual labourers
