(i) Decision that contingent personnel should be paid at the rates applicable to identical classes of employees in the Provincial Governments if those rates are lower than the Central Government rates, plus a dearness allowance at the prevailing Central Government rates. (ii) Decision that the contingent staff of the Government of India Press, Simla, should continue to be eligible for winter allowance and equipment allowance
