Implementation of the recommendations to the Railway Labour Tribunal 69. Decision- in partial modification of the orders contained in Board's letter No. E(LL)73HER(MA)/3 dated 11.6.74, in the case of staff, as for example, those working in headquarters, divisional and district sub-offices, whose restored hours are at present less than their standard hours of 48 a week their restored hours should be allowed to continue as such and payment of overtime to them should be regulated on that basis in terms of the orders contained in para 2 (2) thereof. Board desired that overtime payment to office staff should be kept to the barest minimum consistent with the requirement of work and a special water should be kept to see that overtime is resorted to only if absolutely unavoidable. As regards office staff working on holidays, the present practice of granting compensatory holidays should continue. Again, for work on rest days, the question of payment of overtime will arise only after the daily average is exceeded on a rest day. Clarification. The railway employees belonging to the non-averaging group, other than ex-office clerks, are also entitled to overtime payment on a rest day only after completing their normal daily restored hours and not for the whole of that day. They should however, be compensated by the grant of compensatory off in lieu of the rest thus foregone. Past payments mode otherwise than in accordance with these orders need not be reopened. Railway employees belonging to the non-averaging group, , who are called upon to work on a holiday are entitled to overtime only after completing their normal daily restored hours on that day and not for the whole of that day
