Following the PNM meeting with the NFIR on 3-9-63, clarification of orders in disciplinary cases under Rule 1736-R.1. (1) It was claimed that by cancelling previous orders and starting new programmes, sanctions were increased even after the Rule's 6-month time limit had passed. Board emphasised that this deadline must be followed to the letter. (2) In situations where an appeal is favoured and it is intended that the appellate order be reviewed, the six months begin to run when the appellate order is issued. (3) In situations where no appeal is preferred, the six months begin to run when the penalty-imposition order is issued. (4) The action to increase the punishment may be deemed to have begun on the date the employees were given notice that the punishment would be increased
