Decisions: (1) The period of leave should be treated as dies-non while working out the average. Consolidated Travelling Allowance is to be fixed in the case of those staff who are required to go on tour as per given rooters. (2) C.T.A. is not to be granted during any period for which travelling allowance of any other kind is drawn. During training Refresher Course/Territorial. Any training, staff are allowed either daily allowance or free messing and as such C.T.A. is not payable during the various training periods. C.T.A. is meant to meet the out of pocket expenses in connection with official journeys. The same is not payable when deputed for military services
