Re. the retention of Mr. R. V. Alexander, Forest Engineer, in the service. Question whether original Agreement of Mr. Alexander with the Secretary of State contained specific allusion to the passing of examinations and whether his failure to pass any examination at all in four year`s time fulfils the canon of `exceptional negliance` to justify a recommendation to the Secretary of State to discharge him from the service.
