Refusal to grant more than 2½ crores of rupees a year for all India to be expended under the Head 38, productive public works, from whatever source the funds so expended may be derived; and grant of authority to the local governments to proceed with productive works so long as the expenditure can property be recorded under any of the ordinary heads of Account.
