Due to the Indian government's inability to pay the costs associated with Sir Hamilton Grant's use of a rail motor during his trip from Kalka to Simla and back in September 1920, it was decided that the Chief Commissioner of the North West Frontier Province could use a rail motor as long as the cost debited to the government was not higher than the cost of the accommodations to which he is entitled on the regular train.
