Promotion of individuals in situations where postings holding more than one pre-31 scale have been assigned to more than one prescribed scale is the C.P.C.'s recommendation. It is decided that the corresponding pre-31 scales of pay that apply must also be mentioned if a new post in the prescribed scale is formed and could potentially be filled by an employee entitled to pre-31 scales of pay. officiating roles, however regular procedures will be followed for permanent promotions
