Forwards a communication from the Dy. Commissioner of Darjeeling for his reply thereto regarding the grant of a monopoly to purchase Indian Ruller taken from Sikkim of States that it is desirable as far a possible to discourage the grant by rude Chieftains of monopolies to British subject.
