Approving of the Commander in Chief's suggestion that it shall be left with Commanding officers of Corps to appoint from time to the person they may consider best fitted to decide on the quality of teh provisions tendered for European Troops provided always taht it shall be performed by a Coomissioned or a Regtt. staff officer.
