In continuation of No.2, dated 2nd January, forwards copy of a letter from the Comptroller General of Accounts, and of its enclosures, showing the Military charges in the Straits Settlement for the three years ending 30th April 1865, and explains the state of receipts and expenditure in that Settlement for the same period.
