Requests instrucitons as to whether a Civil Surgeon who has elected, under the orders of this Government, No. 1425, dated 13th March 1865, in the Financial Department, to receive the Military pay of his rank in lieu of his civil allowance,k is entitled, in addition thereto, to the salary attached to the office of Secretary to a Charitable Dispensary.
