To Director General Post Office - In reply to above prints out that under section 23 Act XVII 1854 every letter redirected is to be changed with forward Postage and the letters be reffered to should be dealt with accordingly communicates instructions as to the manner in which letter received by mail # should be dealt with # the instructions which may be left at the General Post Office by parties who had changed their places of residence.
