To Director General - With reference to the above & to that dated 21st November 1855 & enclosure relative to the state of the Post Office in Bengal and to the delay which has occurred in carrying out the new system into operation, communicates the observations of Governmetn on the subject more particularly with respect to Mr. Bennetts management of the Department whose conduct is regarded with disapprobation adds that he should have taken more prompt measures to compel Mr. Bennett to perform his duty & Government should have been made aware of the little progress he was making , instead of allowing the discovery of this fact being brought about bya call from this Department caused by some practical mismanagement in a Local Post Office which had forced itself upon the notice of Government.
