Read a letter of the 20th June 1854 from the senctary to the Government of Bombay, and its enclosure, containing a Memorial from W.J. Stevenson, Deputy Marshal of the country Jail, praying that some means may be devised for enabling the poorer order of Christian subjects in India to obtain a legal device without the great expense which is now contingent on such a proceeding.
