From Board - In reply to letter state that Mrs. Skinners Application for a Pension is grounded on a claim on the old Fund to which her late husband constributed while a Member of the Pilot Service by the apporpriation of half the Proceeds of the Pilotage fee on every foreign Vessel piloted by him.
